Don't need to, when you start the engine it will fill the filter within a few seconds. Many people do recommend / suggest filling the filter about 1/2 way. You do need to pre-lubricate the gasket - spread some new oil on the rubber ring on the top of filter.
first, your 'lingo' is the problem... a LOF (lube, oil and filter) consists of 1. drain oil, add new oil 2, replace oil filter with new one. 3. Lubricate the chassis (grease nipples) where it is added to lubricate suspension areas. these vary between cars, and most brands do not have any anymore.

Either the cap is cracked, which you will need a new one from the dealer. Or you forgot the o ring when installing the new filter
Nothing too special. Drain the oil from the pan first; then remove the oil filter housing...I bought an adjustable filter wrench (looks like a pair of slip joint pliers but long round jaws to wrap around the filter); remove the old filter. There should be a new O-ring gasket with your new filter; take a flat screw driver to the old O-ring on your filter housing (at the bottom of the threads on the outside of the filter housing) and roll the new one on; rub a little oil around the new O-ring for easier installation. Place the new filter in position and reinstall the filter housing. Add you new oil, start the care and check for leaks; turn the car off and check your oil level to make certain you have put in enough...mine takes 6 quarts.
check that the O ring was replaced when oil filter was changed. id O ring is good and filter is tight, and housing still leaking, replace filter housing

1. Buy the oil ind oil filter. 2. Climb under the car and remove the oil pan drain plug. 3. Wait for the oil to drain. 4. Remove the oil filter. 5. Replace the oil pan plug. 6. Using the used oil lubricate the new oil filters threads and rubber ring. 7. Replace the oil filter. 8. Fill the motor with 5 quarts of oil. 9. Start the motor and wait for the Oil pressure gauge to rise. If it doesn't STOP the motor immediately and redo the steps above.
Remove the cover holding the filter in the cartridge. Remove the old filter and wipe everything clean. Make sure to remove the old rubber O Ring. Replace the O Ring with the new one and install the new filter. Apply a thin layer of oil on the new O Ring. Replace the cover and tighten snugly. Do not over tighten.
inside the oil filter case take of the metal case and it will be banging just pull it out when changing the filter make sure you remove that black gasket ring that comes with the new filter.
The most common reason for this is that the O ring from the previous oil filter is still on the car. This happening will cause the new O ring to bind / not seal correctly. Another possibility is that there is a deep gouge or crack in the metal where the O ring connects to the motor also causing a poor seal.
