Canada has a Governor General because its head of state, Queen Elizabeth II, is shared by 15 other countries. Since the Queen resides in the UK, each other country, including Canada, has an official called the Governor General who, as the Queen's representative, performs with respect to that country the same role that the Queen performs with respect to the United Kingdom.

The governor-general of Australia is not particularly powerful. Section 63 of the Constitution provides that most of the powers that other parts of the Constitution give nominally to the governor-general he or she can only exercise in accordance with the advice of the Federal Executive Council. Convention (which is in effect Common Law) circumscribes the powers of the governor-general still further, so that in practice the office has no discretionary power except when there is doubt as to who if anyone can form a government in Parliament.

On paper the Australian constitution seems to be the constitution of a Dictatorship. In practice it is not.
