Could be battery, battery connections, starter, starter connections, neutral safety switch. I would check those in that order.
Can be a dead battery, defective starter, loose or corroded battery connection, or blown main fuse. If nothing comes on when you turn on the ignition switch and your interior lights are not working it is not the starter.

Yes, the clicking is the starter, but there's probably nothing wrong with it. Your battery doesn't have enough juice to turn the starter motor (draws lots of current), but still has enough to turn on the lights and accessories. Try jump starting it or trickle charge the battery.
It could be a bad battery battery does not have enough power in it to make starter to work.
Prooblem could be your starter. I had the same problem with my 91, I installed a new battery and all. Your electric system is fine, the starter probably is damaged.
Battery cable connections may not be tight. The starter could be bad. The starter solenoid could be bad. Check to see if the lights work. If they do, leave them on and try to start the vehicle. IF the lights dim, you have a bad battery connection somewhere or a bad starter.
Some possibilities, could still be the battery, battery connections, starter, starter connections, ignition switch, starter relay and neutral safety switch.
