Your ignition relay might be bad if you have good power at the battery, but nothing happens at the starter when you turn the key, all the lights light up and everything appears normal, but the starter will not engage. You may also hear a click when turning the key to start, but nothing else.
If the battery is good and the starter is good, then you must have a wire disconnected somewhere.
Seized engine? Weak battery? Corroded or loose battery cables? Bad starter or starter solenoid? Bad neutral or clutch safety switch? Bad ignition switch?
If the engine will not turn over, it is either the battery or the starter. Turn on the headlights and then have someone try to start the vehicle while you look at the headlights. If the lights go dim, the battery is bad. If they do not, you have a problem with the starter. Remove the starter and have it tested. The flywheel would only be the problem if you hear the starter engage and spin. That can be a broken tooth on the flywheel, or a bad starter drive gear. If the starter does not engage at all and you hear no click, you may have a bad ignition switch.
Can be a dead battery, defective starter, loose or corroded battery connection, or blown main fuse. If nothing comes on when you turn on the ignition switch and your interior lights are not working it is not the starter.

first thing to check is the battery cables, corrosion will allow enough current for lights but not enough to engage the starter, once the terminals and cables are cleaned and tightened go to where the positive cable is connected to the starter and make sure it is clean and tight, then there is a smaller wire also going to the starter, same for it. If nothing helps have the battery tested, then remove the starter and have it tested as well before replacing either one

If the lights are bright, the starter may have failed. If the lights are dim and the starter turns over slowly (RRRRrrr . . .) the battery my need to be charged. If the lights are bright and the starter cranks normally, failures in the ignition system may be the cause. The engine needs a strong battery with clean, tight connections, fuel and spark. You are missing one of those.
Yes... there could be sufficient charge to power the lights or other minor power consuming devices but still have insufficient power to engage the starter. Best bet is to take the battery to an auto parts store and have checked.
