chevy has bad solders. they crack and cause things to malfunction. mine does the same thing.
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
remove the wipers, turn on wiper switch, turn off switch, reinstall wipers @ bottom position torque nuts enough to secure the arm. turn on switch readjust as needed.
check the wiper fuse. then check the switch, then check the wiper motor

Bad turn signal switch probably.
The windshield wiper switch is broken which is located on the windshield wiper motor. You need to replace the whole motor to fix this.
Sounds like you have a busted switch.
You have a problem with your multifunction switch, probably the only way to fix it is to replace the switch.
could be a fuse, wiper switch ,wiper motor or wiring
the wiper switch is probably broken internally or shorted out.
If the windshield wipers work when pushing the lever down but not when they are turned on all the time, the problem could be in the wiper motor relay switch. There are two different relay switches for the windshield wipers, so that if the one fails a person can still clear the windshield manually.
I'm not sure if the 92's are the same as my 95 but you will find the switch on the end of your signal light switch (turn it)
