most likely the modulator on the tranny not shure of the spesifics on a 89 but its a cheap part (it will have a vacuum line going to both ends of it ) if you take the modulator out and there is fluid in there you need a new one if the diaphragm is torn you need a new one but for the hell of it since your gonna have it out you sould replace it anyway cause its a cheap part that will eventually need replacing
it could be your window switch..try changing it

Assuming you checked all the bulbs and fuses, it sounds like the signal switch is shot.
thermostat stuck open?
neutral switch
run a jumper lead to starter crank connection pos feed if it crancks over check for power from ign switch in crank position on solonoid wire if no power check starter inhibitor switch for correct adjustment if ok check ign switch
u wont pass emission, but nothing u will get more horse power.
Its probably your timing chain or belt
I have the same problem in my caprice, what you need to do is just sit there and switch it to high for a few minutes, then eventually if you keep playing with it it will turn off when you switch it to the far left
There may be a problem inside the transmission, or the linkage could be loose or disconnected in some way.
Your shift linkage may have slipped or become loose. Check your linkage.
unless ones put in for racing or offroad it wont have one.
