Check the park lamp fuse.
To force the dash lights to stay bright on a 1984 Corvette, simply turn the dial to its highest setting. The dial can be found to the left of the steering wheel. On some makes, however, the dial is located near the odometer.
Which lights?
Because the lights were turned on manually instead of letting the automatic headlight illumination circuitry do its own thing. Turn the switch to "OFF" - it's part of the turn indicator arm.
CHECK THE FUSE PANEL DASH & TAIL LIGHTS WORK FROM SAME FUSE
The illumination lights are replaceable. You will need to remove the dash cluster to gain access to them.

This is a continuation of the question. The head lights turn on, but all 4 of the marker lights and the dash lights don't come on. I have to keep turning the light switch on and off until they eventually come on. Once I have dash lights and marker lights they stay on normally until I shut the car off, then I have to start all over again. All fuses in the fuse box are good and not loose. What could be causing the problem? Sorry for not putting these details in the original question.
Check the side marker fuses. If they are blown or damaged the lights will not work. Also check the bulbs themselves as they may have burnt out.

You have a short to ground somewhere. Start at each lamp socket, then the wiring and look for problems. Possible bad headlight switch. Also in checking shorts, don't forget the license plate light in addition to all marker lights. Dash lights normally go out when the tail light fuse blows as dash lights are fused from the tail light circut.
Probably the dash fuse is blown, or the dimmer switch for the dash lights is bad!
