Why would a 1994 Olds Achieva hazard lights not work when all other turn signals and tail lights work and all fuses are good?
There is sometimes a separate flasher for the four way curcuit.
What can you do when the hazard lights turn on but the signals do not work and the fuses are good on a 1986 VW Cabriolet?
== Hazard and turn signals switch are different. Sounds like you need a new turn sig. switch. The turn signals are routed through the hazard switch. Re-check fuses 4 and 19. If they are fine, check/test the hazard switch and related wiring; if the switch is faulty, replace it. If the switch is good, check/test relay in position 12.

More detail: the turn signals slowed down gradually and then stopped working. All lights still flashed when hazard lights switch was activated. The bulbs and fuses are all okay, and I have replaced the hazard flasher (which I think is a combo hazard/turn signal unit). Can't see any other flasher unit under the panel, don't know what else to try. Any ideas?
