Why would air suck down the oil cap with a strong vacuum and now a 1990 Taurus 6-cylinder 3.0 engine only runs well if the dip stick is pulled up?

Replace the crank breather valve, make sure the hose connected to the top of the oil filler neck isn't plugged (goes to the intake of engine)
Inspect the PCV valve and all attached Plumbing / hoses. The hose material is handling some really obnoxious materials (vaporized petroleum products) and break-down over time.
Note: the pcv valve is on one valve cover, and there is a corresponding large diameter hose on the other valve cover - breather hose. The two work together to balance the flow of air & vacuum used to recirculate the air & fumes.
