Does the "cruise" light come on?
You have an broken wire in the clock spring.

a loose wire will cause that. also lots of other reasons but ford is known for cruise control failures in that year on all models
Check 15 amp fuse "R" in the fuse box. It appears that the horn relay feeds part of the cruise control system.
That light is for the Cruise control saying something is wrong with it. Mine came on when i broke the switch to the cruise control. so try replaceing the cruise control.
i am about 98 percent sure they will.... 1995 to 1998 grand am's had very similar electrical and engine composition. so i would imagine that it would work fine. the fun part is putting everything in

You use the stick. It has buttons saying cruise on/off use it.
The horn relay and the cruise control steering wheel switch are powered from the same fuse. Check fuse #44 at the inside fuse panel under the dash.
Check vacuum to cruise unit , look for leak at the three port connector.
The clock spring would be inside the plastic steering column cover ( it allows you to turn the steering wheel without " breaking " the wiring connection to your horn and steering wheel mounted cruise control buttons )

I have a 1995 vw golf diesel and I am in the process of changing the cruise control computer a second time. The computers are known to fail, I would check it first. it is mounted behind the headlight switch (silver box).
My 1995 town car horn does not work, sometimes it work one times when I start the car. I have a 1994 Town car and my horn and cruise only work when the adjustable steering column is in the lowest setting. Haven't figured it out yet.

Did you happen to take your vehicle a few years ago to a Ford dealership for a recall? Did they replace a jumper wire to the cruise control?
It is probably the cruise control actuator cable. The actuator is what, through the commands of the cruise control system and driver imputs, determin a speed setting
have you checked the fuses?

Subaru has been building the Legacy Outback since 1995. Many changes in the control systems have occurred over those years. Newer models do not have a separate cruise control system, it is controlled by the ECM. On those models the cruise control is deactivated when the check engine light is on. The cruise control operates on vacuum. There is a vacuum canister somewhere underneath the battery which sometimes goes bad. Also check vacuum lines for cracks.
Well this problem can be fixed by simply taking the vehicle back to the dealer.On May 1,1995 there was a recall on the control system for this vehicle.
