In the center of the dash on the left side is a timer relay. it is probably bad, causing the delay part of the lights to not work.
Sounds like normal operations / behavior.
Check for blown fuse--same circuit
The interior lights and rear lights might go out on a 1995 Honda Accord because the light fuse has blown. Check the fuses under the hood or under the steering wheel to confirm.

pretty easy really, make sure your interior lights are not turned on. Your headlights control should also be the interior light controller. Turn it clockwise or counterclockwise to turn your interior lights off. You'll run your battery down if you dont
This car (as you probably know) has 5 fuse panels. Which lights are out?
It is a module under the dash.
I am assuming what you mean is your interior lights and head lights are kinda blinking while your car is running. If this is the case go down to your local auto parts store and get your alternator tested. It is very possible that it is not pushing enough amps. If this is not the case you may have a short somewhere.

I am looking around to replace the transmission on my 1995 Ford Windstar and the information that I received from several different mechanics is that the 1995 Windstar transmission is a "one year" transmission so you pretty much have to get a 1995 transmission for a 1995 windstar engine. I'm no mechanic and really have no idea but this is just what I've been told... someone out!
