Just had the same problem with mine...if it will not turn over sometimes then it is your ignition switch. If it does turn over everytime check your stater, starter cylinoid, alternator and battery.

Sometimes a lunar eclipse can be seen with the naked eye. Often times, a telescope assists in viewing an eclipse.
Your 1993 Dodge Caravan might start sometimes and not start other times because of a bad starter or solenoid. You might also have a weak battery or a charging system that is not working correctly. This could also be an issue with the distributor.
replace your starter assembly

I had the same problem in an old Chevrolet, and it turned out to be a short in the battery. Check it out.

Lunar eclipses can happen a maximum of twice per year, and only at the time of the full moon. Sometimes the alignment is just right, and we get a total lunar eclipse. If the alignment isn't exact, we might get a partial or a penumbral eclipse instead of a total eclipse.
eclipse don't happen a few times. they happen all around the world a different time all at once. it is just rarer for one to happen at a specific area at night. right now on the other side of the world, there may be an eclipse happening on the other side of the world in the middle of a sea or the desert
The Sun is about 400 times as big (diameter) as the Moon. It just happens that the Sun is about 400 times as far away as the Moon so that when the Moon is between the Earth and the Sun there can be a total eclipse of the Sun. The orbit of the Moon is eleiptical , sometimes close and sometimes farther away from the earth and when the alignment happens at a time when the Moon is farther away, the eclipse is annular (like a ring).
