Vss (Vehicle Speed sensor) is bad. Easy to change on a 1998 Honda civic. It's right on top of the tranny it cost about 90-100 bucks, but an easy fix. be sure to grease before installing. Tools you will need would be a socket wrench with an exrtension disconnect the wire from the top of the vss and tke out the bolt and gentley pull out. Vss (Vehicle Speed sensor) is bad.
