Vss (Vehicle Speed sensor) is bad. Easy to change on a 1998 Honda civic. It's right on top of the tranny it cost about 90-100 bucks, but an easy fix. be sure to grease before installing. Tools you will need would be a socket wrench with an exrtension disconnect the wire from the top of the vss and tke out the bolt and gentley pull out. Vss (Vehicle Speed sensor) is bad. The top speed is 128mph (2006 EX sedan). The speedometer would probably read 130. I drove it at 202 Kmp/h
The speedometer in my 2001 Civic stopped working or would reflect very high speeds like 120 mph when I was going about 40 mph. I took it to the mechanic, he tested the speed sensor (which often seems to be the culprit) and said it was working fine. He first thought it might be the instrument cluster, but suggested I try cleaning the corrosion off the battery terminals to "reset" the speedometer first. He didn't want to do it himself b/c of the alarm/radio code. I cleaned them off, and low and behold, the speedometer is working great again. May not work for everyone, but it was an easy fix for me and might be something easy you should try before taking it in.
The VSS (Vehicle Speed Sensor) is located on the transmission. If the speedometer is not working, it is rarely the VSS causing the problem. I would first check fuses and the ECU
because the water pump is not working properly....

If the speedometer is not working but the odometer is, I would suspect the dash cluster is at fault. If both speedometer and odometer are not working I would suspect the speed sensor on the transmission is at fault.
If the speedometer and the odometer are not working, I would suspect the VSS (vehicle speed sensor). If only the speedometer is not working I would suspect the instrument cluster has problems.
The speedometer on a 1996 Honda Accord EX is the pulse variety. It is likely that the teeth on the speedometer gear are not meshing properly.
