The brake light switch is bad. It's under the dash, and is switched by the movement of the brake pedal.
I have a 1996 Grand Marquis. If one of the brake lights goes out the signal on that side flashes faster. I would check the brake/tail lamps.
The 1999 Mercury Sable license plate light and the right side brake light are on the same fuse. If the fuse was bad neither brake light would work. The problem probably is burnt out lightbulbs.

what is the part called where the water pump is connected to on a 1996 mercury grand marquis -------------------------- That would be the engine
Your brake pedal may not be touching the sending unit to turn off the brake light. Try having somebody look while you pull up the brake pedal with your foot. You can adjust the unit to be closer to the brake pedal. There is no room to work, so have fun. There is a small plastic disc/spacer between the brake pedal arm and the brake switch that often fractures and falls off. It is about the size of a nickel, and has a small post attached to it--costs about $3.00 at a Mercury dealership. Hi I have a 97 Mercury Tracer and when my brake light comes on I check my tire pressure if one or more is low I put air in and my Brake light goes out every time.
I am currently having the same problem with my 1988 mercury grand marquis ls colony park wagon. Your rings are bad in your engine. If you didn't also notice, when you go to step on the gas hard when you take off, you will also emit blue smoke.
blown fuse or turn switch bad
Many things could cause this. Loss of air pressure, air pump not working, etc.
That would depend entirely on how out of tune it is before.
A brake pedal going directly to the floor is a sign of a few things. First, you are in need of brake fluid. Second, the brake pads are probably almost worn out. They may be worn out past the point the ABS light would be active. The ABS light may also be burned out.
