I had a similar problem but with the windows only. I figured it was the mechanics of the window (about $800) but found out it was the switch($75). The switches wear out just like anything else on your vehicle. Try that. It would spare having to pull your panel.
Have you checked the relays?
Check your fuses.
Check the fuses.
Start with checking for blown fuses.
Bad relay, most likely.

Did you check the fuses in the power distribution box under the hood?
Check all the fuses.. My power locks, radio, dome lights werent working. I looked at the "Radio-CLock" fuse it was good. I checked the others and and "Aux" fuse or seomthing was bad.
Have you checked the WINDOW LOCK button on the drivers door armrest ( just a thought ) Also , I was looking at the 1997 Ford Explorer Owner Guide and it shows that there is a 30 amp maxi fuse ( # 10 ) in the Power Distribution Box ( the P D Box is " live " ) located in the engine compartment which is for the Power Windows / Power Locks / Power Seats
Check under the hood for any "fusible links" that may have blown.
