Have you tried a fuel additive, Like techtron? You're suppose to put it in and drive out a full tank of gas. Or clean out the hose to the EGR valve.Or maybe, a new catylitic converter?

Depends on what failed on the emission test. HC? CO? NOx? Combination of these? Check to make sure all the vacuum lines are okay. No cracks or anything.
