Short answer is no.
Long answer is yes if you let it run out of water and ruin the engine causing it to not work to turn the Power Steering pump!
If you are having an issue with hard steering check the belt adjustment to power steering pump to see if it is loose and check the power steering pump oil reservoir for proper oil level.
These are common things that need to be checked on a regular basis anyway.
Make sure your power steering is topped off, if it isn't try and find out where it is leaking from and repair it

When it is hott you sweat and when you sweat ur hands get sliipery, and then you can't steer as well as you normally would. Therefore it is harder to steer when it is hot.

It depends on how you define hard to steer. If you mean it requires excessive effort, I would look for a seized, broken or otherwise malfunctioning power steering pump. In the 85, it is just underneath the alternator. If by hard to steer you mean hard to keep control, you almost definitely have a suspension problem. Either way, unless you know exactly what you are doing, a professional should do these kinds of repairs
Sounds like welsh plugs to me... but without knowing what the car is makes it hard.
If it is leaking through the crack next to the soft/hard top just put some sealant there and it should be fine.
It'll be hard to steer a car. The steering wheel will be tough to steer.
It may be out of power steering fluid
