engine rebuilds can be costly more than a fiesta mk4 may be worth!
you may be better going to you local scrap yard/breakers and buying a used engine. some yards may even remove yours and replace it with a good one for a minimal cost.
They will keep your alternator, Power Steering pump etc, just replace the main block.
Either way its going to cost possibly more than the cars worth!

If you mean frozen as in seized, the engine will need to be rebuilt, as parts have welded themselves together and there is most likely some serious damage to the pistons and cylinder bores.
Your water pump may have seized up which in turn snapped your timing belt. Get that checked out before you get your engine rebuilt. a seized engine will not turn over. Even using a socket and ratchet on the crank bolt, the engine is not going to move. It is frozen, or seized up.
If you've pulled the plugs and the cylinders are full of gas, the motor is seized, won't turn at all (have you put a socket & bar on the crank?) then replace the motor with a used/rebuilt one would be the easiest.
No, not really. Transmission fluid is basically just oil. An engine that has seized up that way has suffered serious damage to the pistons and cylinder walls, they've basically become welded together. The engine would have to be rebuilt whether you to it loose or not.
Of course there will be permanent damage its just a matter of how much. If the engine stopped it may be that the engine has seized. If that's the case you are going to have to get a new/rebuilt engine and if you went somewhere to have your oil changed and they did this you should go and have them pay for it.

When an engine is seized up, it will not turn over. The crank cannot make a rotation. Take hold of the main pulley and try to turn it. When you cannot turn the engine over, it is seized.
