You need to replace the turn signal flasher which is near the column under the dash, then take a 12v circuit tester and check your stoplight switch; replace if necessary. Lastly, clean bulb sockets out and test bulbs. One of these areas should lead you to the fix.

Where is the turn signal fasher on a 98 buick park avenue?

No flasher, it is a relay above steering column right side, its way up there. If you have one signal, working it is the switch in the steering column! Just replaced mine; it cost $500 for the switch! But it's not hard to change, there's no need to pull the steering wheel. Just remove the plastic cover behind.

Why would your low beams not work if the fuses have been replaced and the headlights have been replaced and the relay box has been checked?

Often it can actually be a faulty turn signal!! As silly as this sounds it is quite common. First thing to do is clean the contacts on the turn signal, if you still get high beams and no low beams you probably need to replace the turn signal switch.

Why does a 1994 Buick LeSabre's turn signal sporatically flash when signaling to turn but work fine for hazard lights?

The front or rear turn signal flasher bulb may be burned out and needs to be replaced. The turn signal flasher my be defective and should be replaced. The hazzard lights have a flasher unit of their own. These are found up in under the dash in the steering column area.
