You can fix the horn on your 1998 Cirrus by first removing the center of the steering wheel cover by prying it off. Then, check for loose wiring or wires that are exposed which might be causing the horn to activate. Fix the loose wiring or exposed wires to solve the problem.

4 bolts are romoved from the backsode of the steering wheel. If airbag equipped remove airbag fuse first. Then remove airbag/ horn/ center assembly. Remove large nut from center of wheel, then pull wheel with steering wheel puller.

The contact for the horn is located in the steering column, just above the turn signal controls. It is likely that one of the contact wires for the horn has broken off and makes contact with either the steering column or the locking plate when you turn the wheel.

Question. Does it by itself, when car is bumped or rocked, when steering wheel is turned? I would look at steering wheel first. take you horn part of the steering wheel a part and make sure that the plastic in there is not broken or the wires are not of the contections

To take the steering wheel off to get to the horn a person needs a steering wheel puller. It will remove the steering wheel by applying pressure to the middle and pulling up on the rest.
It's on the corner of the steering wheel. With little horn signs. It's not in the middle of the steering wheel.
Horn ring and/or steering wheel hub is bent.
Pressing on the steering wheel pad will close the contacts on the switch that activates the horn relay which in turn activates the horn.
