I've just started having this problem too on my 2002 Malibu. I have found a lot of intermitted turn signal issues, especially for the 2000-01 Malibu, but I am still searching for info on the clicking (turn signal) sound from the dash.

too much weight from too many keys cause the cylinder to wear out. try attaching key to breakaway keychain to reduce weight.
The cylinder should not be worn out on a 99 car unless you were using a very heavy key chain. I would just replace the ignition switch if the cylinder works OK. You also might try some Graphite lube on the cylinder.

What year is your Malibu? In my 2001, I had to take it out part of the way (I assume you mean the face of the radio portion of the dash), and then put the key back in the ignition and put it in gear to move the gear shift in order to have room to get the base out.
The wheel should lock when you take the key out of the ignition. If it doesn't, there's something wrong.

Occasionally my 200 Malibu does something similar...engine turns off, but radio stays on, etc. Make sure you a really in PARK to get the accessories to turn off.

The radio in a Malibu Maxx can be removed by dismantling the dashboard panel. The radio will need to be disconnected from the wiring before it is removed from its mount.
