Although federations vary considerably in how they are structured there are 3 commonalities to all federations.

1. A formal 'division of powers' between two or more levels of government, with neither level being able to unilaterally invade the powers of the other(s).

2. A 'written constitution' that list the powers of each level of government, as well as describes the institutions of government.

3. An 'independent judiciary' that is capable of reviewing the laws and regulations of each level of government and voiding those that transgress the division of powers.

There are three basic characteristics or beliefs of a Federalist. They believe each level of government is completely independent. They also think that each level must participate in order to agree on changes. Finally, they don't think states are free to live the Union.

The Federalist Party was an early American political party led by Alexander Hamilton. John Adams was the only President elected as a Federalist, but George Washington is sometimes labeled as a Federalist due to the nature of his administration's policies rather than due to outright political affiliation. The Federalists believed the nation should be led by the wealthy and well-educated members of society. They opposed the expansion of democratic voting rights. Federalist support was based in coastal areas. The Federalists supported a strong central government and a loose interpretation of the Constitution. A broad reading of the Constitution, with emphasis on the Elastic Clause, permitted the establishment of a national bank (the Bank of the United States), which the Federalists also favored. In accordance with Hamilton's plan for federal assumption of state debts, the Federalists believed in the merits of a funded national debt. They believed the government should encourage the development of commerce and industry; to this end, they supported protective tariffs and a strong navy (to protect shipping). Distrustful of the French Revolution, the Federalists favored relations with Great Britain over those with France.
