The oath of office for the President of the United States was a part of the original Constitution of the United States (Article 2, Section 1, Clause 8) which stated:

"Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation: "I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my ability, preserve, protect and defend the Constitution of the United States."

The literal hand that wrote the constitution was Jacob Shallus who served as the Assistant Clerk to the Pennsylvania General Assembly where it was created. So he literallywrote it.

As for the creator of the wording, it was developed while delegates met to discuss and improve the Articles of the Confederation. This meeting resulted in the creation of the United States Constitution.
