Tires can be either out of balance or have a slipped belt and cause vibration in the steering wheel. Wheels can be bent and cause it. CV joints can be almost to the point of failure and cause it. not sure when this was posted but a 98 does not have a rack it has a recirculating ball steering box
If you have plenty of fluid it could be the power steering pump itself going bad or it could be the rack and pinion assembly.
the 98 do not have a power steering Gear box. if your refering to the rack and pinion. do yourself a favor and go buy a haynes manual, if your talking about the power steering Pump.. again haynes.

A front popping on the left of a 98 Blazer could be the brakes, steering, or wheel bearing. Check all three to find the cause.
You will have to get a tool called a Power steering puller to remove the pulley. Then another tool that puts it back on.
You can, but you risk overheating your power steering pump and rack. Not good for the seals and they will leak for sure after a while.

Its probably not an issue with the power steering or its pump. Might be the rack(power steering rack). This can allow air into system after engine off or idle. If you can see PSF circulating while engine is running, you'll know for sure its not the power steering pump. Rack work isn't as cheap but will be an easier fix then rebuilding your $3000 tranny. You can also tell if its a rack issue if there is squealing or any other strange noises while turning wheel. Good luck.
