Per the Final Passport Rules and Regulations issued last week (March 28, 2008) by the Department of Homeland Security, if you are a US citizen and take a cruise round-trip from a US port (departing and returning to the same US port) to Mexico, the Caribbean and/or Canada, you will not need a passport. You can use a certified copy of your birth certificate (with a raised seal) and a government-issued photo ID or a passport.
Also, cruise ships that have an American flag and American Crew are not required to leave the U.S. - thusly, no Immigration inspection.
