Industries I've worked in, only the person who placed it. No exceptions. In the factories I have been in this is the normal case. As with any dealings with humans though, exceptions do arise. Supervisors and assigned technicians can also remove these lock out/ tag out units. Care should be taken though as there is usually a reason why they are tagged out!
