A fluorescent light bulb contains a gas which produces UV light when it comes in contact with electricity. Contrary to a normal light bulb this does not create any heat and is far more energy efficient.
Because when a light bulb is tightened the stuff inside squashes then snaps, causing it to blow.

In an incandescent light bulb, air (Oxygen) leaked in and the filament (a wire) burns-well really melts. Halogens do this quite nice and LOUD.
A light bulb is made out of three items. A filament produces the light, glass gives the light bulb shape and controls the brightness, and the base allows the bulb to be placed in a socket.

It could be a bad bulb, it could be bad wiring, it could be a bad switch.
Bad or broken bulb OR bad seal to cover that protects the bulb.
Have you tried changing the bulb ? maybe the bulb is bad

I have seen it both ways. Usually it is the bulb which is a few bucks. The ballast will cost more and could cost $15-$30 bucks depending on type. If you have another bulb that is working, swap it with the flicker light and see if the problem goes away. If the swapped bulb works, I always put the bad bulb in the fixture where the good bulb came from. If the bad bulb now works, you could have a seating problem with the bulb. If it flickers, replace it.
If you have trouble codes and the build is known to be good, but will not light up, you have a bad power feed to the bulb, or a bad ground to it.

if it keeps flashing on and off
It could be a few things. It could be a bad ground on the light bulb (the bulb could be working but be corroded at the ground), a bad flasher unit, a bad turn signal switch, or a bad bulb.
Check for bad grounding of light socket or the wrong light bulb
