Every one has 'abs' to start out with. Though, to get tight abs you need to do sit ups and other exercises. You cannot get tight abs without doing sit ups or any other form of exercise.

well it depends where you are at and doing 100 sit ups or push ups a day isn't gonna help you get six pack abs in one month it maybe would in like 6 months do some INSANE exercise to really get a six pack but in my opinion you can't get six pack abs in 1 month without any steriods or any help.
Willups will have a little effect on the abs, as you're likely to tense them when you do the pullups. But nowhere near as much as a dedicated abs exercise would have.

There's no distinction between exercises for the upper and lower abs- a crunch or any other abdominal exercise works your entire set of abdominals. It's just the case that people have more body fat around their waist, and as a result, definition of lower abs is more difficult. There are no exercises which specifically target either the upper or lower abdominals- when you do an abdominal exercise, every abdominal is worked equally.
