It is probably freezer-burned and rancid. You should be able to tell from the fragrance of the meat - even in the frozen state. You likely won't be pleased with the results if you use it. Microbiologically, nothing would have increased in numbers if it was kept solidly frozen at 0°F. Pathogens do not grow at those temperatures and would not have produced any toxins.
Microbiologically, it would be safe. Palatability is another question.
Bacteria is found in almost any surface, including frozen poultry products such as chicken. Salmonella has been discovered to survive in frozen meat.

Chicken that had been frozen and now no longer has ice crystals (or very few) in it. Hopefully, it was thawed out in the refrigerator.
If it had been frozen solid for two years and the wrapping didn't leak, it wouldn't be a health concern but it might not taste quite right. I believe I'd leave it frozen until trash day and drop it in the can.
