On Harleys with electronic speedometers it's on the right side of the bike, on top of the transmission just above the tranny end cover and toward the rear. You'll see a wire coming from the sensor.
a 95 harley does not use a digital speedometer. If urs has one, it is probably aftermarket modificiation.

If you don't have a speedo cable on your front wheel, you have a speedo sensor. I believe that change was made in 2000.
