Hey- the above answer is not completely accurate. There is no medium speed. One relay is for the low speed, the 2nd is for the high speed, and the 3rd is a backup high speed in case the 2nd relay fails.

There are two ways to get to it. you can take off the whole front end, bumper, foglights, etc., or you can pull the front right headlight out, cut a hole in the plastic cover that serves no purpose as far as i can tell, remove the 2 screws holding the relay in, and replace it. Either way works. I just know it took me 5 hours to replace this relay that's nowhere near (?!) the relay/fuse box by pulling the front end. it's about a 20 minute job doing it the cheaty way. I don't know why Jeep would put a radiator fan relay in such a random position. Not to mention there's already one in the fuse box too that never goes bad. I think it may be a relay for the fan relay. Who knows.
