Many independent NGOs report the human rights of the Khmer Krom are still being violated by the Vietnamese government. Khmer Krom are reportedly forced to adopt Vietnamese family names and speak the Vietnamese language. The education of the Khmer Krom is neglected and they face many hardships in everyday life, such as difficult access to Vietnamese health services (recent epidemics of blindness affecting children have been reported in the predominantly Khmer Krom areas of the Mekong delta, difficulty in practicing their religion (Khmer Krom are Theravada Buddhists, like Cambodian and Thai people, but unlike Vietnamese who are mostly Mahayana Buddhists or few Roman Catholics), difficulty in finding jobs outside of the fields, and social racism.The Khmer Krom are among the poorest segments of the population in southern Vietnam.
Unlike other minority people groups of Vietnam, the Khmer Krom are largely unknown in the Western world, despite efforts by associations of exiled Khmer Krom such as the Khmer Kampuchea Krom Federation to publicize their issues with the Unrepresented Nations and Peoples Organisation. No Western government has raised the matter of the Khmer Krom's human rights with the Vietnamese government.
The Khmer Krom culture could become better known through its tourist sites in the Mekong Delta. Khmer Buddhist temples located in places such as Long An, Tien Giang, Vinh Long, Tra Vinh, Bac Lieu, and Soc Trang are now very popular as tourist destinations.

I'm not positive, but I think Cambodia tried to appease both America and North Vietnam during the Vietnam War. The North Vietanmese had lots of bases in Cambodia, and Cambodia turned a blind eye to it for a very long time; but eventually the Americans went after the bases. Some Cambodians were pro-Communist, and some helped the Americans a bit to remove the North Vietnamese bases. That's where they really got into trouble, but still the communists had their eye on Cambodia for a long time. The following is from Wikipedia (Pol Pot came to power in 1975): Cambodia continued as a protectorate of France from 1863 to 1953, administered as part of the French colony of Indochina. After war-time occupation by the Japanese empire from 1941 to 1945, Cambodia gained independence from France on November 9, 1953. It became a constitutional monarchy under King Norodom Sihanouk. In 1955, Sihanouk abdicated in favour of his father in order to be elected Prime Minister. Upon his father's death in 1960, Sihanouk again became head of state, taking the title of Prince. As the Vietnam War progressed, Sihanouk adopted an official policy of neutrality until ousted in 1970 by a military coup led by Prime Minister General Lon Nol and Prince Sisowath Sirik Matak, while on a trip abroad. From Beijing, Sihanouk realigned himself with the communist Khmer Rouge rebels who had been slowly gaining territory in the remote mountain regions and urged his followers to help in overthrowing the pro-United States government of Lon Nol, hastening the onset of civil war.[8] Operation Menu, a series of secret B-52 bombing raids by the United States on alleged Viet Cong bases and supply routes inside Cambodia, was acknowledged after Lon Nol assumed power; U.S. forces briefly invaded Cambodia in a further effort to disrupt the Viet Cong. The bombing continued and, as the Cambodian communists began gaining ground, eventually included strikes on suspected Khmer Rouge sites until halted in 1973.[9]

All the professionals pretty much agree that the "paddle method" is a very useful and effective way to get in and out of a kayak - HOWEVER - IT ONLY WORKS IF YOU HAVE THE RIGHT FLOATING DOCK.
The dock surface needs to be close to level with the sides of the kayak. When you lay the paddle on the surface of the float - across the sides of the kayak - and put weight on the paddle - it acts to keep the sides of the kayak level. IT CAN'T HELP BUT BE LEVEL.
If the dock is even 5 inches higher than the sides of the kayak - this method will actually tip the kayak!
So purchasing or making a dock or floating dock with a surface no higher than 7 or so inches is the KEY.
One company that designs docks specifically for kayaks and rowing shells is Accudock. www.accudock.com. They even have a kayak slip that surrounds the kayak on 3 sides, and an overhead assist bar that helps in getting on and off the kayak.
