That depends on the actual route. Dublin to Liverpool is about 7 hours. Many of the ferries from Ireland actually go to Wales, as it is closer. So Dublin to Holyhead is less than 3 hours. Rosslare to Fishguard is another short journey. Once you get to Wales you would make your way to England by land. Most people travelling directly to England from Ireland will fly.

Ireland is a very modern country so it has all the kinds of infrastructure that any modern country has. It has motorways, railway, airports etc. in terms of transport. Technologically it has reasonably good broadband penetration, and Ireland has many of the leading technology companies based here. Intel, Facebook, e-Bay, Dell, Google, IBM amongst many others, have major offices and operations in Ireland. There is still room for improvement in terms of Ireland's infrastructure of all sorts, but it is quite well developed and work is ongoing in terms of improving the current situation.
