I run AOE II here (on XP Pro SP3) without any real problems run it in Windows 98 compatibility mode. If you run any funny monitor setup, you could get some graphics off the screen, play in windowed mode to fix that issue.

The unit cap is based on the economy of you empire, more specifically, the food aspect of it. The more mills and farms you build, the more units you can build.

I'm not sure what the ratio or growth rate is, but a good strategy is to immediately grow your economy after building your town center. If you build a few resource buildings per day, you should maintain a balanced growth. Computers often go with 4-5 villagers at a time, but I find 3 plenty sufficient throughout the game.

Also please note that the unit cap cannot ever exceed 30, unless you are at the cap and convert, or have mercenaries join you through the ruins. So make sure you carefully plan how to most effectively use them. Getting them to veteran status is a good idea.
