Who built lakeside amusement park?

There were several White City amusement parks across the US in the early 20th Century. Here, I will give an example. Say you have Disney land on a bunch of mountains. It wouldn't work very well, would it? Splash Mountain's BIG drop at the end, thanks to the mountains, might be going up. And if it was close to the water, that wouldn't work very well either. Space Mountain might get a little wet.......
