You can delete an individual character you own or you can destroy your town and make a new one. You select a character from your list, then when Isabelle appears, do not tap that you are ready. Tap "I need help first..."

The two options appear as "Demolish my home." and "Re-create the town." Demolishing your home completely erases your character, including their belongings such as: furniture, Bells, records, badges, etc. Your town will not be erased.

Re-create the town erases your town completely, even your characters and what they had. So be careful while trying to think that choice through. You will be able to get a new town with this option.

After Animal Crossing:Wild World came Animal Crossing: Let's Go To The City or City Folk in America. I'm just kidding! That's the hard way to do it, but there's an easier way. Put 50,000 bells in your bank account and turn the date to 2000 then you turn the game off, and then turn it on again, go to the character you used to put the 50,000 bells in the bank account. Now you save right away and turn it off again. After that you turn the date to 2099 and when you go back on to animal crossing, there should be a note from town hall giving a 99,999 bells along with the 50,000 bells you put in there. Just keep on doing that till you've got enough to pay the mortgage, that's what I always do! Hehehehehe.
