War The constitution: states could not refuse to endorse federal treaties and laws Congress was given power to to raise taxes and states could not refuse them Executive branch was created with an elected president who controlled foreign policies Judiciary was to regulate disputes towards the constitution, actions of congress, executive branch, and the various states.
