In the beginning, banished Prince Zuko has only one goal; capturing the Avatar. Katara is a companion of Aang and helps him, so she obviously doesn't. He is also cold, selfish, and arrogant in the beginning, and that is also a part of it.
However, in the final episode of Season 2, when Katara and Zuko are both captured, Katara gets to know Zuko better. He has changed and becomes a much better person, but is troubled about doing the right and wrong things and ends up betraying her. When he joins Aang's group, Katara is very reserved and suspicious of him, because of the betrayal. But they do come to a mutual respect for each other in the later episodes of Season 3 when Zuko is Aang's fire bending teacher.
- But as far as I'm concerned, there have been no romantically connections between them. Katara likes Aang more than Zuko.
The creators always planned for Aang to be with Katara. They never planned on Zuko being with Katara, and the idea that the two have romantic feelings for each other is fan-based. There are scenes that make it look like they could, but those are for adding spice.

Zuko and Katara have no interest in each other in that way. Zuko has a romantic relation with Mai (or however u spell it). Katara likes Aang more than Zuko.

Although Zuko is in a relationship with Mai, and Katara (obviously) likes Aang, there is probably some attraction between Katara and Zuko, which is hinted at a little during the series (although a lot of that hinting is really the writing team teasing the fans of said pairing). So do they like each other? Hard to say... But they sure aren't canon.
The previous responders are all wrong. Based on the Avatar Extras, the writers originally made Zuko and Katara together. I am not sure the reason behind the change but here is the best proof i can give to you:

Yes, actually he does because he looks at her with loving faces. If you watch "Avatar Extras" the first episode "The boy in the iceburg" when ang wakes up in Katara's arms it says "Love at First Sight." Plus Aang kissed her first in "Day of Black Sun, Part 1, The Invasion." Throughout the series he was seen to have a major interest in Katara. In "The Fortuneteller" Meng was upset because her crush, Aang didn't have feelings for her, instead for the "beautiful Water Tribe girl."

i think at first he is a commander. he challenges Zuko to an Ag Ni Kai in the southern air temple episode. he became admiral in The Blue Spirit and captured Aang but Zuko helped him escape. he was taught by master Jhon Jhon (i cant spell his name). he tried to kill Zuko and tried to launch an attack on the Northern Water Tribe. he got killed by Avatar Aang when he was in the Avatar State. so he was only in the first series

This ^ is wrong. It clearly says on one of the episodes in one of the little info bubbles, that one of the deleted episodes was one of Aang's parents. He has parents, as does everyone, we just don't know them.

It's never said within the series, but my guess is his mother was in one of the Eastern or Western Air Temples (before she died, obviously) - as they were the temples that housed female benders.
I imagine his father was also from the Southern Temple, like Aang, but that's just a guess. Either way, Aang appeared to have little to no contact with either of his parents.
I think that the air nomads must meet up and have some sort of 'mating season' of some description, and I think after children are born they are taken immediately and assigned an elder guardian.
