Ballet is a combination between both. That is one of the best thing about ballet, one of the reasons that it is so amazing to watch, the opposition and the idea that you can be firm and soft at the same time, the idea that you can have more than one quality that characterizes your movement at one time.
As far as improving and the technical side of ballet goes you need both coordination and balance in order to have correct alignment and overall to do steps correctly.
Example:
A pirouette needs both balance to allow you to get around and not fall out of your turn, or even try for multiples but it also needs the coordination of your arms closing in order to gain momentum and the coordination of your spot in order to be able to get around or even do more turns.

If they are relatively new, it may just be because they havent been broken in properly yet, so try bending them and kneading the ends to soften the fabric. Also, wearing them around the house can help to mould them to the shape of your feet just like with Pointe shoes. Sometimes shoes can hurt a lot at first, but once they are softened they'll usually be okay.
If they still hurt, it may be best to look to into getting a new pair, as wearing shoes that don't fit right can be very bad for your feet. Even if they were professionally fitted mistakes are often made. (I had a pair of pointe shoes once that the fitter took two hours selecting and they still ended up hurting a lot and I had to change them.) The fitter may be able to give you a refund if you complain enough!
If you're still concerned, speak with your dance teacher and s/he will give you the best advice from actually looking at the shoes.
