Yes, in major baseball an umpire can eject a pitcher. Last year as an example, a Yankee pitcher was ejected because the home plate umpire checked to find pine tar on the pitchers belt. Seaver is correct, but "votes" is not the factor because more votes are added every year with previos winners being able to vote.

"Percentage" is what they go by and if your in weak year, like Seaver was. That can help you, cause voters will always vote 1 in at least, most likely. Seaver leads with 98.8. Cobb held the record at 98.2 till Seaver. Since then Ryan received 98.79 and Ripken 98.53. So Cobb has fallen to 4th. Example of your class determining your percentage could not be proven anymore, with Ruth going in with Cobb (1st Class in the HOF) But Ruth should have been the highest ever or at least tied with Cobb. Baseball was at it's height of popularity in 1941. The outbreak of WW2 change all that when over 500 Major League players enlisted. But the games were played using minor league players and attendance suffered very little. After the war baseball soon became just as popular as it is today.
