There's no reason that beaches "should" be private. It can be argued that beaches should be public, and in the case of many beaches, there are actually laws about this ... for example, in the case of Table Rock Lake, you can't actually own the shoreline; the government owns that. You can only own the land up to a point near the shoreline; the government controls the land downhill from the "flood line", which is the highest normal lake level.
Essentially the same thing is true with ocean beaches in California: "Private beaches" aren't actually private, though access to the beach can be. I have some friends who live in a gated community with an adjacent beach, and they and their neighbors can't do a damn thing about it if I decide to kayak in from the city beach up the coast a little to "their" beach, plop down on the sand there, and proceed to work on my tan. They can, however, prohibit me from walking up the steps from the beach proper to the area near the beach that they do own, meaning that ... given that there's a swampy, muddy estuary both north and south of that section of beach ... the aforementioned kayak is really the only practical way for someone who doesn't live in the gated community (and who isn't a guest of someone there) to get to that beach.
This is not necessarily true everywhere; in some places, beaches actually can be privately owned. But "should" is a matter of opinion, and by and large, the prevailing opinion in California is "beaches should not be privately owned."
