I am not sure where to get fertilized pigeon eggs, but why not look into getting chicken or duck eggs. You can usually get them from a local farmer for free as long as you promise to return the young after they hatch. You are getting the same experience for free, or next to free! And Yes, chicken and duck eggs can hatch in an incubator.

Yes, they do talk, and whistle tones as well! Though its more comon for males to, only a small percentage of females can talk and whistle tones. Just knwo that if you really want to teach them you have to repeat the same word or phrase to them on a daily basis, if they enjoy hearing this word, you might just be lucky to hear them talk! And trust me when they learn't their first word they'll never stop saying it! <3
But rememeber: Even though they can talk, be sure that it won't be as acurate as larger birds, and the older they are the harder it is to teach them, but if you keep trying and repeating they're bounded to learn something!

Yes it can my brother put hand sanitizer on my bird and she kept blinking so just get a wet clothe with a bowl of water and wipe it off of her. if she's normally aggressive don't worry she WILL listen because it hurts so much.

it will become stressed because of the sudden loss of his mate. some birds pull out their feathers as a sign of stress. if your bird does die then it would be stress that has caused it. it would be ideal to replace the other bird but remember the new one can be rejected from your recent bird anyway. that's in some cases but not always. just slowly introduce the new bird to your recent one and things should go fine.
Nah, he's having what I call a "flap attack". Caged pet birds don't always get as much exercise for their wings as they would in the wild. They have the instinct, and the energy gets pent up and they have to flap to get it out of their system. Both my cockatiel and my lovebird do this on a daily basis, sometimes more than once a day. It's quite hilarious.
