A Board of Review is when Members of a Troop Committee interview and review Boy Scouts ready for their next Rank of Advancement. ie. Tenderfoot, 2nd, 1st Class, Star, Life, Eagle. Usually the Eagle Board has a Member from the District Eagle Advancement Staff, or another Scouter outside the Troop Circle. The Eagle Board is a little more involved being the highest rank in Scouting. The Scout is reviewed that all paperwork is in order. The Eagle Project is also reviewed; This would have been signed off by the Scoutmaster and the Benefactor as completed before the Board. Usually, the Scout is interviewed about his experience with the Project and questioned about his overall experience as a Scout. After the initial interview with the Scout, the Board discusses in private about the advancement and votes to approve or dissaprove the Rank.

Different packs have different rules so the best answer is to check with your pack. As far as the car body, wheels and axles most packs only allow what is in the box to be used. Most of the priemium axles and wheels you see on sale are not allowed. A point of contention is that the BSA sells someof these items. Often the parts are not allowed by the pack despite that fact that they are sold by the BSA under the BSA logo.
I did a search on the Holly Lobby site and only saw stickers and similar "embellishements". Generally that kind of thing used to just decorate the car is allowed. Precarved and plastic bodies etc that are sold at some other hobby shops are not.
