What do Boy Scout uniforms look like?
The full uniform is tannish shirt, pants and belt and socks. Mostly with green or red patches on the chest or arms. In the past the uniforms have been dark green. Scout uniforms look different in different countries, but what is characteristic about all of them is the triangular necker with its ends pulled through a woggle.
Often the boys wear shorts as well. The color of the tie changes depending on what rank they have, and the badges will change for the same reason as well.

He took a trip to England on business. The weather was awful one night, thick pea soup fog everywhere. He was looking for a building, he couldn't see where he was going. The man got out his billfold to tip the scout, and the scout said, "I cannot accept this. This is my good deed for today." This mysterious unnamed scout made such an impression, the businessman wanted to start the Boy Scouts of America. He accomplished this in 1910. How do you make Cub Scout floodles?
In our district (and I think Council) Floodles are used at Day Camp as a recognition (unlike Girl Scout Swaps which are traded between girls) and each pack makes them. You can give them to another pack who shows spirit, has a neat unit home, or is nice to you in some way. You also give them to the staff as a thank you after each activity.
Staff gives them to packs who are the most well behaved and polite. The staff also has specific floodles for things like clean unit home, etc.
Floodles are anything you can put your pack number on. They have to be able to be attached, usually with a string or safety pin. Packs attach them to a flag, staff attach them to a cord which can be worn around the neck or hung up at their station.
You can get something ready made, like a cheap plastic keychain (a plastic compass is a good example) and just write your pack number on it. You can be very creative and make something out of clay, beads, wood, etc. Paint it, write your pack number, etc. You can create something out of clip art, print it off and laminate it. The possibilities are endless.
Some things to consider: Do NOT use any food, as it will attract critters. Also, although it never rains at Day Camp, it does often mist heavily so things that will hold up to a bit (or a lot!) of moisture are best. If you use water soluble paint, you might want to seal it somehow, and air dry clays are sometimes softened in wet weather.
If you are familiar with Girl Scout Swaps, you know they are generally small, around the size of a half dollar or smaller... Floodles are more the size of a playing card.
Beyond that, anything goes! Have fun, but don't stress: Keep it Simple, Make it Fun!

As of October 2011 - A search of ebay's complete auctions shows no past sails.
One recently concluded where the person asked for $2000 but it did not sell. Right now I can find several auctions running for $1200-1500 on gun websites (not ebay) that also have no bidders.
Based on all of this I would guess it is worth somewhere around $1000 with higher values being a stretch.
If you want to sell it soon I would list it for $900-1000 and then relist for less until you get interested. If you are willing to leave it on a site like ebay for a long time I would list higher and let it sit. I would expect less than $1000 (possibly as low as $500) from a gun dealer.

If by "friendship badge" you mean the round, purple badge with the fleur-de-lys, rope, and stars, The BSA call it the "World Crest" and it is worn by all members of the BSA, except Sea Scouts, above the left pocket, centered half ay between the top of the pocket and the shoulder seam.
Sea Scouts do not wear the World Crest at this time on any of their uniforms.
