What car under 40000 has the smoothest ride and most comfortable driver's seat?
The 2009 models with the smoothest ride that cost under $40,000 are the Buick Lucerne CXS and Lexus ES 350. Both of these cars have comfortable driver's seats. You may be able to find a car with more comfortable seats, but these two models are the only new cars with a fantastic ride for under $40,000.

You likely need to replace your radiator cap - the rubber seal in the cap is worn.
This is definitely not normal and can ruin your transfer case if not fixed. Take it back to the dealer and reference TSB #3928 and PIP3928B and have them look at the encoder motor.

How and why you would use a WBS in a project?
WBS stands for Work Breakdown Structure. It is something that helps breakdown the whole projects scope into smaller and more manageable pieces. This is also a very important process in project management. To be able to actually execute the project, the project scope is broken down into manageable tasks by creating a work breakdown structure (WBS). In other words, a WBS is a deliverable-oriented hierarchy of the work that must be performed to accomplish the objectives of and create the deliverables for the project.
WBS is one of the most important components of any Project Plan. As part of managing the project, there are many processes that are directly based on the WBS as part of the Scope Baseline. They are:
1. Cost Estimation
2. Quality Planning
3. Risk Identification
4. Procurement Planning
5. Defining Activities for Project Schedule
6. Budget Determination
So, if your WBS isnt properly created, most of your planning processes will be messed up and will be incorrect
1992 Buick Blower motor resistor location?
It would help if you told us what model Buick this is.
I am going to assume this is a Buick Car, FWD as the Roadmaster rarely kills a blower resistor.
For most common location, open hood and look near cowl for a plug near the air conditioning box just forward of the windshield wipers. It should have several wipers and the resistor itself protrudes downward into the box held in place with two screws. Screws have 7mm, 8mm, or 1/4 inch hex head.
If not: look near blower itself under the dash on the passenger side. The resistor should protrude upwards into the HVAC housing near the blower.
the main brain box.
The pewter reatta model is rare and I have seen it sell for $500.00 if you are lucky to find one

Fix water leaking from under the dash on 1993 buick?
It could be a leak in the heater core. I don't think it's easy to repalce. You could disconnect it (bypass it) if you don't need heat in the winter.
It's called "run-on" or "dieseling" (yes, that's what it's called). Usually caused by an excess of carbon build-up in the cylinders, sometimes the result of city driving. Have you taken it on the freeway lately ? It could also be caused by improper engine timing adjustment.
Does a 1992 and 1993 Buick 3300 Motor have the same belt assembly and belt routing?
They should be the same. Check with a GM dealer's service center to be sure.
