personaly the way i do it is try to get an A class car in the first place (providing that it has good handleing) and leave all engine parts until all the breaks,suspention and tyres are delt with,and obvv the weight reduction if the weight reduction has a big effect on the acceleration which it should then you generaly wouldent have to go for the engine modifications but tht desicion is upto you providing tht there is enough space in A class to modify the car (before it goes over to S class) but if you want to go for speed and lots of it

i suggest you go for C or D class cars then go for the tyres,suspention,brakes first and then go for the weight reduction then before you go for the engine modifications check if there is any engine swaps or aspiration conversions first to see if you get a boost 5then go nuts on the engine

You want the weight to be balanced front to back, that's why the Indy Cars have wings on the front and back of the cars to add or take away downforce.

On another note the IndyCars also have a weight jacker that adjusts the cross weight on the car from left to right. The weight jacker allows the driver to make fine-tuning adjustments as the car begins to handle differently during the race.
