It depends on who the breeder is, but, Chihuahuas can be high strung and nervous. Chihuahuas are "lap dogs" and need constant attention. Perhaps there have been changes in your home such as: You've been on a vacation and left the dog with a sitter or in a good kennel. You may have had guests in your house to stay for a few days or, you've been busy socially. You could have had children around. I don't allow our family or guest's children play with my two dogs unless I am right in the room. Children don't mean to be rough, but sometimes are, or, if the breed of dog is small it can make the dog hyper and upset. If your pet has been use to sleeping with you and for some reason he isn't allowed too any longer this can cause him to whine. Chihuahua's are very intelligent. Chi's have a extremely close bond to their owners. And if you as a chi owner is patient and caring, your chi will learn very quickly. Chi's love pleasing their people, and nice words and affection go along way in their training process. Discipline for a chi can be as simple as a stern look, once your chi has learned what pleases you and what displeases you their the learning and mastering of simple commands will be easy. When training your chi, be relaxed and pleasant. Make learning a fun game, give lots of praise and rewards and you as a chi owner will be rewarded with a wonderful little companion.

It may be due to being cold as Chihuahuas come from hot countries. Has he/she had a bath? If the shampoo isn't washed off properly it can cause it to shake as the shampoo absorbs into the skin and poisons the dog.
