Actually, Social Services only has jurisdiction if, and only if, a new complaint of abuse or neglect is made. They may investigate only that allegation. They may review past convictions, but since those past convictions rarely have anything to do with new allegation, cannot use this to make determinations regarding minor children.
The fact that a person has been previously convicted is not an indication or determination of "risky behavior" on the part of anyone, especially in the US. Consider for a moment that there are 350 million Americans. Currently there are 2.5 million people incarcerated (these are felony convictions), and this is fully 25% of the total incarcerated population of the world (while the US represents only 5% of the world's population). That 2.5 million represents about 25% of the total number of previously incarcerated Americans, meaning roughly 10 million or so Americans have felony convictions, 1/35th of the US, and this number is rising daily.
The child or children must come under the jurisdiction of a court for the child or children to be removed, and this cannot happen unless the child has been abandoned, abused, or neglected in some way by the previously convicted person or parent, or if the conviction of that person was for some manner of abandonment, abuse, or neglect of the child's or children's siblings.

Check the laws of your state. And, if Child Services does come after you, do what you must to protect your children, but do everything you can to make Child Services pay for everything wrong they do.

There is no law specifically compelling a father to see his child with any set frequency, and the only laws regarding how often a father who wants to "see his child" can do so are the ones enforcing compliance with whatever the court custody order and/or any applicable restraining order says.

Unfortunately yes. This is a clasic example of the problem with illegals in our country. They can eat up our tax money and waste our resources on this stuff.

Your question could be read in different ways. Child support is intended only for the support of children and their needs.

If the children are in the custody of (living with and being supported by) someone who is not the parent on a regular basis, that person must petition the court to be appointed the legal guardian and then petition for a child support order against the parents.

If you are the parent then you must have custody in order to get child support. If your children are in the custody of someone else, such as the example provided above, you cannot receive child support.

There are many unanswered variables to this horrible crime such as...Across state lines? Childs' age? Custody papers? If there is no court order as to custody then you both have the right to pick up the child wherever he is. You don't. As you stated, in NC you cannot get child support past 18 (unless the non-custodial parent voluntarily agrees to pay it). What the child needs to do is file for financial aid based on the custodial parent's income. If they don't qualify for financial aid, they get a loan or a job (I worked full time while attending college full time for 4 years--it can be done).
