In crime scene investigation what is locards principle or theory?
Basically, locards exchange principle or theory, simply put is: there is no perfect crime because the culprit always took something but just as likely, left something behind which may eventually lead to his/her identity.
It actually more says that when two surfaces come in contact, there is always an exchange of material. Whether you realize it or not. It really has nothing to with crime in particular. Take it from me, I'm a crime scene technician.
Where do Crime Scene Investigators work?
Police detectives work the felony cases. They obtain a case file, speak with the victim, take pictures of evidence if available, interviews, arrest, answer questions in court. A good detective makes a good case file. The case file is what the whole court case is based off of. If your case falls into the hands of a detective, my best advise is to keep incontact with him/her. Detectives cant break the case alone. Speaking with people, knowing the area and using all sources (like information data bases) are the key to solving a case.

Does a crime scene officer analyze all of the evidence at a crime scene?
No, only the evidence he sees.
Another View: Depending on the department or agency, the technician that 'processes' the scene and collects the evidence may, in fact, NOT be the one who works on it in the lab. In any case evidence is almost NEVER analyzed at the scene of the offense.
