If we're talking about a front-mounted basket it'll be more comfortable and safer than wearing a shoulder bag. Your back don't get as sticky as when wearing a backpack. The bike will balance "right" from the beginning as opposed to when using a single pannier. Weight distribuition will also be better, as bikes carry most of their weight on the rear wheel anyhow. If you have to do technically complicated riding it'll be a downside, as the greater weight at the front makes it harder to yank the front wheel around. Weather isn't really an issue either way.
Can't think of any unit of measure known as kpm. KPH is sometimes used for Kilometers per hour, but that's a speed, not a distance.
I guess kpm could be kilometers per minute, again a speed, and not a widely used one at that.
